PORTLAND, Maine (NEWS CENTER) -- Portland's planning board gives the green light to a project that will make big changes to the city's Bayside neighborhood.

Tuesday night'smeeting was packed with people on both sides making their case to the board about this so-called Midtown Development. The Federated Companies wants to build four, 15-story towers of market rate housing, 93-thousand square feet of retail space and two garages.

The planning board voted on the first phase of the project -- a 165-foot tall apartment building with parking and retail space built in -- as well as its master plan. Opponents argued that it's too big for the neighborhood. Those in favor say it will clean up a blighted area of Portland.
