BANGOR, Maine (NEWS CENTER)-- At one time or another, most people have had to deal with a noisy neighbor. But what if your neighbor had late night parties every night. What if you found beer cans on your property and trash everywhere constantly.The city of Bangor is considering an ordinance that would hold property owners accountable.

City Manager Cathy Conlow with Bangor said, "It's a tool. It's not the end all be all. It's not going to solve all problems, but it is a tool for the city to work with those landlords to address it."

The disruptive property ordinance would keep track of disturbance calls and classify some properties as disruptive.

Police Chief Peter Arno with Bangor Police Department said, "It's up to us to call out these ones that cause significant problems and put the landlord on notice of the issue...Our ability to get rid of people though is pretty diminished and really that falls on the landlord to sort of take care of the problem or problem tenant that's a bit habitual and causing problems in the neighborhood."

If a property is deemed a problem property the owner would face penalties. They can also be charged $500 to $1000. They would need to agree to a comprehensive code and fire safety inspection if one had not been done in the past year. Following the inspection the property owner would meet with the police chief to create a plan to diminish nuisance issues.

Chief Arno said, "The goal is that it will diminish our calls to these properties and if we get rid of the problems the hope is the calls to police will go down as well."

Conlow agreed, "You have the landlords work with the city to address what may be chronic problems for them as well. They may have the same problems and don't have the means to address it."

We did reach out to the Greater Bangor Apartment Owners and Managers Association. They said they will be holding their monthly meetingTuesday and releasing a statement soon after.

The ordinance is expected to be presented at the City Council meeting January 14th.
