Which Batman villain was inspired by a story by Victor Hugo?

In his story called The Man Who Laughs, the hero goes through life with a strange deformity that makes it look as though he is always smiling.

It was made into a silent movie in 1928, which made a big impression on Jerry Robinson.  He became the artist on the Batman comic book and used the movie as the basis for his drawings of the Joker.
