PORTLAND (AP) -- As Mainers prepare to vote tomorrow on whether to allow a casino and resort in western Maine, there's a lingering bitterness among many Native-Americans on their past failed efforts to build a casino.

Maine's Indian tribes have tried times since 2003 to have laws passed so they could build a casino in the state. Three times they've failed.

Wayne Mitchell, the Penobscot Indian Nation's representative to the Legislature, didn't vote on the casino question when he cast an early ballot for tomorrow's election. He says that decision should be left to Oxford County residents to decide.

But Mitchell says tribal members can't help but feel resentment that they can't build a casino when others can.

Maine now has one casino -- Hollywood Slots in Bangor.
