Teenager's killer released from psychiatric hospital

CENTER CONWAY, N.H.  (NEWS CENTER) -- The parents of a 14-year old girl who was shot and killed want to know why their daughter's killer is free to walk the streets.

Al and Charlene Steele of Center Conway, New Hampshire have a lot of questions tonight but they're not getting many answers. They thought their daughter's killer would be committed to a state mental health facility for a long time. But just 5-years after he killed the steele's daughter Jasmine, and seriously wounded a woman, James Mann was released to a halfway house not far from where the Steele's live.

"He has rights because of his mental status, but we as the victims, we have rights too and we should know where he is at all times for our safety. He doesn't belong out. He belongs in the secured psychiatric unit in the state prison and how he got out of there i don't know", Charlene Steele said of her daughter's killer.

Mann has since been moved to another halfway house across the state in Littleton. When the Steele's tried to get answers they were told Mann's records are sealed because of his mental condition. State Senator Jeb Bradley is now working with the Steeles to try to get some answers.
