Bangor City Council upholds termination of city manager's contract

BANGOR, Maine (NEWS CENTER) -- The Bangor City Council voted Monday night 4 to 5 to terminate Ed Barrett's contract as city manager.  Barrett served as manager of the Queen City for 22 years.

The city council first agreed to discuss a personnel matter publicly, then opened the floor to the audience of about 40 Bangor citizens to hear their opinions of the matter.

On October 27, the city council announced Barrett was retiring as the city decided to "pursue a new vision" for the city.  Barrett's contract would expire on or before April 30, as opposed to 2011, as originally agreed to.

City councilors said Monday they were approached often after this announcement as to why the decision was made.  Hal Wheeler, who brought the discussion to the floor Monday, said it was appropriate that city councilors defend their decision.

About 15 people spoke Monday in support of Barrett as city manager, saying Barrett is dedicated to the city and its businesses.  Many also said in a time of financial turmoil a city should not go without a proven leader such as Barrett.

In the end, the council voted to uphold its decision to terminate Barrett's contract.  Councilors Geoffrey Gratwick, Richard Stone, Cary Weston, and Hal Wheeler voted in favor of retaining Barrett as manager.  Councilors Pat Blanchette, Richard Bronson, Susan Hawes, David Nealley, and Gerry Palmer voted to terminate the contract.

Afterward Barrett said he recognizes as manager he serves at the pleasure of the city council.  He added he was disappointed with the council's decision, but urged the council, staff and public to move forward.
