PORTLAND, Maine (NEWS CENTER) -- Police in Portland are alerting the public about a man that has been released on bail -- but is known for causing scenes in and around the city.
Last month -- Carlos Reed was found walking on Forest Avenue near Woodford's Corner wearing a camouflage bullet proof vest and carrying an assault rifle.
Reed was also carrying 120 rounds of ammunition and a handgun strapped to his ankle.
Officers searched the area after a concerned citizen called 911.
He was later released, but then arrested after a search of his vehicle revealed another handgun and a bullet proof vest.
Reed has repeatedly stated he was exercising his constitutional right to carry a weapon. He has several bail conditions to include no possession of firearms and ammunition and a curfew.
Police say if you see Reed walking armed in the city you should not approach him-- instead call police.
