BETHEL, Maine (NEWS CENTER) -- With heavy rainfall into Monday morning, many storm drains and culverts just couldn't keep up.
At the base of High Street in Portland around 9am, water was rushing so fast down the hill that rapids were forming and splashing over parked cars.
Over in Oxford County, police were busy monitoring flooded streets in Bethel, Peru, Sumner, and the town of Oxford.
A stretch of Meadow Brook Road on the border of Bethel and Mason Township was completely taken over by the rushing brook.
While locals say flooding there is normal during big storms, they were hoping that would change with the installation of two new culverts in that area.
Just down the road, Flat Road was closed due to flooding, and in Oxford, rushing water took out a chunk of Allen Hill Road.
