The shooting happened at 41 Birch Street in the parking lot of the Parish Place apartments. It is about a mile away from where Raybine lived on Rathier Street.
This is not the first time Raybine has been shot. Ten years ago he survived being shot four times. Back then he told police he and some friends went to collect money owed to them by the shooter and a fight broke out. Early this morning police found Raybine's body inside a car.
Later in the day, just before noon, a silver Chevy with Massachusetts plates was loaded onto a flatbed truck and hauled away by police. Neighbors say that is the car where Raybine's body was found.
A woman who arrived at the scene said Charles Raybine was her stepfather.
"I just feel for his family and I hope his wife is okay. He's a good person so anything anyone says about him it's not true, he was a good person and he deserved to live", said Megan Verville.
Police are saying very little about the investigation at this point. The car is being examined by state police and an autopsy was being performed on Raybine this afternoon.
