SCARBOROUGH, Maine (NEWS CENTER) - Police in Scarborough say they have arrested a man accused of recording images up women's dresses in Walmart.
31-year-old William Tibbals of Saco, was arrested Friday night, and charged with visual sexual aggression against a child under 12 years old. He was also charged with many counts of violating privacy.
