PORTSMOUTH, New Hampshire (NEWS CENTER) -- Police in Portsmouth, New Hampshire had to evacuate a building after a resident allegedly set off devices designed to simulate bombs.

Police were called to 21 Brewster Street around 1:30 Sunday morning when people reported two devices that were plugged into the wall and smoking.

Police say the devices were designed to either injure people who touched it or to start a fire.

So they evacuated the building.

In the meantime, officials identified Nicholas Dob as the man they believe fashioned the devices.

He lives in the building, but refused to immediately come out.

After a three-hour stand off, Dob was arrested.

He is facing a number of charges and is being mentally evaluated at Portsmouth Regional Hospital.

Police did not find any actual explosives.
