Vice President at speaks at UNH about sexual assault

DURHAM, N.H. (NEWS CENTER) -- Vice President Joe Biden and Education Secretary Arne Duncan came to the University of New Hampshire Monday to unveil new guidelines for schools across the country when it comes to sexual violence.

The administration has sent a letter to colleges, universities and school districts across the country, laying out their legal responsibilities under Title IX to protect their students from sexual assault.

And the Vice President spoke with passion about why he feels this issue still isn't being addressed enough on many campuses, citing statistics that one in five women report being sexually assuaulted on campus.

Vice President Biden said, "No means no. No means no if you're drunk or if you're sober. No means no if you're in bed in a dorm or on the street. No means no, even if you said yes at first, and you changed your mind."

Under Title IX, schools are responsible for investigating possible cases of sexual assault, and letting both parties know the outcome of those investigations. They also must protect the person who made the complaint, including during the investigation. The University of New Hampshire was chosen as the site for the speech because it has a nationally recognized sexual assault prevention program. Just this week, news has come out that the federal government is investigating Yale University over complaints that the school failed to respond to complaints of sexual assault and sexual harrassment on campus. The Vice President did not mention yale in his speech.
