With instagram, my personal fave, you can apply a host of filters to a photo you're taking or one from your library. Instagram can also automatically upload your photos to instagr.am, flickr, facebook, posterous & twitter.
Go crazy with filters: Camera Art FX for iPhone; dozens on Droid. You can really go crazy with some of the filters: turn your photos into line drawings, comic book art and more.
Create a Panorama: +++ on iPhone, Panorama on Droid.
Misc.: TiltShiftGen mimics tilt shift on advanced cameras to make real world photos look like minatures. Speaking of minature, TinyWorld twists your photos to create little planets.
